ADMINISTRATION
It is the intention of His Majesty's Government as soon
as Civil Administration is resumedy to re-create.the legislature and an Executive Council, including representatives of the chief
local communities and interests.
2.
As soon as possible after liberation an Advisory Council
should be formed representative as far as possible of all important
elements in the population of the Colony.
3. Chinese Affairs

Urban Council.
The Urban Council should be reconstituted, at first on an
advisory basis but, as far as possible, in conformity with the
provision of the Urban Council Legislation.
5. Port
The reconstitution of the Fort Control organisation is
dealt with in a special Fort directive.
6. Relations with Canton
7. Immigration
(To be provided by Mr. Smith).
Immigration is the subject of a separate directive. There will need to be the closest liaison with the Shipping, Dopentue Port and Police authorities, both in Hong Kong and
neighbouring countries.

It will be the object, in due course, to re-establish the Departments of Government which existed before the outbreak of war. The immediate aim should be the re-establishment of the Departments
in the annexed list:
